--------- dates
Changed Start/Stop to July 10-16, 2020 (6 days, consistent with NREL work)
Added SCH_ATT "StepChange" to interprete DA schedule as hourly-average values: Without StepChange, values were interpreted as instantaneous values and hourly average values calculated by interpolation.

--------- data mapping, results reporting
Added GRP_INJ to identify results by type of generator
Added GRP_CMT and modified INJ_CMT to identify commitment data by group where possible
Replaced table RSV_INJ with RSV_GRP
Modified validation setting to avoid reporting warnings when loss factors greater than 30%
Added resistances to model losses

--------- cycle definitions
Added SC cycle to get approximate power flow and perform initial security analysis
Added WA cycle to commit nuclear and coal units: These have startup time >= 12 hours and high startup costs (>$10k)
Changed DA period lengths: longer lengths in second day
Added HA cycle to commit flexible generators (MinUp/Down and SU constraints <= 1 hour)
Added mapping of scenario data to new SC, WA, and HA cycles: SC and WA use DA data, HA uses RT data

--------- control of decision variables
Added flag to ARA_ID to explicitly identify area 0 as the balance area (no impact, just for clarity)
Added GRP_STG_CMT to identify "Stage1" commitment: Nuc and coal in WA cycle, gas CT in HA cycle, and others in DA cycle
Deleted CYC_SYS_CMT: commitment enforced only in Stage1 and later cycles
Changed BRN_ID to identify branches as "Monitor" by security analysis ("Enforce" identifies that constraints are always added to the model)
Set "MaxIterations" in CYC_ID and added CYC_SAI to enable security analysis and feed-forward constraint results from prior solutions

--------- changes to data
Set RT load in Area 1 equal to DA load: bad data for Area 1 RT load
Switched commitment constraints and startup costs for oil-fired and gas-fired CTs so that gas-fired have more flexibility
Modified Flex_Up and Flex_Down to procure only when generators are online
Scaled reserve requirements for DaFlexUp by a factor of 6
Added "Flex_RT" reserve type to enforce reserves in HA cycle that are released to meet need in RT cycle
Shortened RT horizons to a single 5 minute period (no benefit in current formulation; just slows things down)

----------Incremental Heat Rates definitions
The injector's source dataset of the RTS-GMLC includes the Average Heat rate at the minimum power dispatch and three steps for the incremental heat rate curve.
Total heat at minimum power dispatch is calculated using the Average Heat rate. The Total heat (MMBTU/h) at each power dispatch is calculated as the change of power at each incremental step (MW) times the Incremental heat rate (MMBTU/MWh) plus the previous Total heat rate (MMBTU/h).
The Base heat, the heat dispatch at zero MW, which is the intercept of the total heat curve, comes from the intercept of a quadratic curve fitted with the four-points of the Total heat rate curve.

------------------------------ data problems not fixed
Hot, warm and cold startup time and heat are identified, but there is no data on transistion time between hot and warm and cold.
Nuclear plant data is not complete or consistent: Warm startup heat missing,

------------------------------ data assumptions consistent with past use
hydro is on fixed schedule (storage not explicitly modeled)
unavailable units: 212_CSP_1, 313_STORAGE_1

------------------------------ planned changes to data
Shortened startup time of all units
Shortened MinUp/Down of all units
Increased ramp rates of CTs and CCs
Removed MinDispatch of CTs
